To unlock 4th Hokage, complete the Hero Mode story.

You can automatically unlock all of the characters in a game by having an NH3 saved game on your memory card. However, the following characters can only be unlocked by beating them in RPG mode: Chiyo, Deidara, Itachi, Kisame, and Sasori. To unlock Yondaime, complete Hero Mode.

To unlock the characters listed below, fulfill the corresponding requirements. Keep in mind that all of the requirements below should be executed while playing Hero Mode.

• Gaara (Old Version) - Defeat his full Shukaku version using Naruto
• Godaime Hokage (Tsunade) - Unlock the scene where she attacks Orochimaru
• Haku - Defeat him
• Jiraiya - Unlock the scene where Naruto protects Tsunade from Kabuto
• Kabuto - Defeat him using Naruto
• Kankurou (Old Version) - Unlock the scene of his fight against Shino during Konoha’s Invasion
• Nidaime Hokage - Unlock the scene of Sanaime’s funeral
• Orochimaru - You get him after Naruto fights him
• Sandaime Hokage - Defeat Orochimaru using him during Konoha’s Invasion
• Shizune - Unlock the scene where Tsunade attacks Orochimaru
• Temari (Old Version) - Unlock the scene of her fight against Shikamaru during the Chuunin Exams
• Zabuza - Defeat him
• Diedera - Unlock in Master Mode after facing him with Gaara
• Sasori - Unlock in Master Mode after facing him with Kankuro

To earn 100,000 Yen from the start of a new game automatically, have a Narutimate Hero 3 save on your memory card.

To play as stronger Demon and Kyubi forms of certain characters, first unlock each character in the game (including the 4th Hokage). Then, to unlock the special form of the character you want, select him or her from the character select screen while holding down Circle.

  During an opponent's secret technique

  When an opponent uses his/her secret technique, a combination of bottons appears on the side of the screen. Notice the larger botton at the bottom of the line. Press the button and another will slide down. Press that botton, then another will come down, and so on. When you press the matching button, you will need to do it quickly because there is a small meter below the combination of buttons. When the meter runs out, you will be out of time and unable to counter the attack. If you succeed in pressing the combination, the damage your opponent's technique would cause is lowered by at least half. If your opponent correctly enters their combination of buttons, then their attack power is doubled.

You can have it activated in the multiplayer game, but the moment that you try to use one of those civilizations, and someone else on your game doesn't have that DLC, the game won't be able to launch. Naruto: Ultimate Ninja Unlockables

  the easiest way to obtain the hidden scrolls is to complete tje objective in practice mode. This will not work for the Kikyo castle stage, Zabuza's hideout stage, and the Great Naruto Bridge stage. Obtain these scrolls in two player free mode and have one of the players not move.
  The Ramen Ichiraku stage: Strike all the lanterns on the lowerst level of this stage until they glow red and are about to break. Do not break them. If done correctly you will get a hidden scroll.
  Hokage's Mountainside Image Stage: Jump up and down on the treetop to the left of the center ring. After about ten jumps you will receive the hidden scroll.
  HeroÂ’s Memorial Stone Stage: Strike your enemyÂ’s support character five times to receive the hidden scroll.
  Survival Exercise Ground stage: Destroy ten of the practice dummies appearing on the back plane to obtain the hidden scroll.
  Look out Tower Stage: This is one of the hardest scrolls to obtain. To get this scroll shatter the purple barrier that stops you from plane shafting. Then go to the giant frog head. You must jump from the frog's head to the snake's head without falling or touching the ground. The easiest way to do this is to jump forward, then double-jump at the last moment. Then perform an air dash towards the snake's head. Return to the frog's head using the same moves. All this must be done before the snake starts breathing fire. The moment you get to the frog's head, you will receive the hidden scroll.
  Chunin Exam Stadium stage: Run to the hole in the ground five times to obtain the hidden scroll. Make sure you wall-run of the tunnel each time.
  KikyoÂ’s Castle stage: Stand on the top tail tip of the fish statue in the upper right hand corner of the back plane while the timer gauge ticks down to ten seconds.
  Exercise Ground Forest of the Death stage: Attack the fish swimming in the stream 3 times to get a scroll.
  ZabuzaÂ’s Hideout stage; Stand on the building's uppermost level and wait for 3 counts of the time gauge to receive the scroll.
  Great Naruto Bridge stage: Stand still on the boat for 3 counts if the timer gauge to obtain a hidden scroll.
  KazekageÂ’s Mansion stage: Attack the vending machine for 15 to 30 seconds to get the hidden scroll.
  Sunagimo Estate and Buddha Statue stage: Plane shift up to the top of the level and destroy the object(s) flying in a tornado. It will take more than 1 tornado to complete this.
